Reference:Windows cannot install the hardware for the KVASER cable

This typically happens when Windows detects the hardware, but cannot install the drivers for the hardware and displays this message:
Unplug the KVASER cable
Uninstall the KVASER drivers currently installed
Run cleanup.exe from KVASER, it will ask you to reboot
Install the KVASER drivers (latest version is 3.9)
Plug in the KVASER cable
The new hardware wizard will appear, select No, not this time, click next. If the device name is USBcan Rugged click cancel
Install the KVASER drivers (3.9) again
Restart the machine WITH THE KVASER cable plugged in
After reboot open device manager or KVASER control panel and verify the adapter appears in the hardware.
