Encoder State Trigger
This MotoHawk™ block triggers whenever the encoder state changes, such as from ZERO_SPEED to POSN_UNKNOWN.

Description
The triggered subsystem may use the MotoHawk [EncoderState.html Encoder State] block to get the value of the new state.
